One of them could be lack of resources.
If you come across the lack of dark matter or low empire level…
Use the hack!
Add Dark Matter, raise Empire Level, add other resources. Unlock all planets!
Rule the Universe!

How to use Galaxy Empire Hack:

- double click the hack icon
- put your login into the text field
- select device type from dropdown menu
- check the boxes next to Unlock all planets
- put the desired values in the fields next to resources
- click Start
- when the process is done, close Galaxy Empire hack
